The Azerbaijani president’s humanistic step is highly appreciated by the public 
Since Azerbaijan gained independence, 66 pardon decrees have been signed and 11 amnesty acts have been adopted. According to the decrees signed by the heads of state, 4,871 people have been pardoned so far. The amnesty acts adopted on the initiative of the successor of National Leader Heydar Aliyev’s political course, as well as of humanist traditions, Azerbaijani President Ilham Aliyev and First Vice President Mehriban Aliyeva, have covered 40,412 people, of whom 8,580 were released from prison.
Thus, President Ilham Aliyev signed a Decree pardoning 176 prisoners aged over 65 on April 6. The Decree says the decision on pardon was made after considering appeals of convicts over the age of 65 who are in need of special care due to their age and health in connection with the spread of coronavirus (COVID-19) infection in the world, as well as their family members to the head of state, taking into account the health state of convicts, their behavior during the conviction, and being guided by the principles of humanism. Under the Decree, 176 convicts aged over 65 are released from the unserved part of their prison sentence. Of them, 165 are men and 11 are women. The released thanked President Ilham Aliyev and First Vice President Mehriban Aliyeva for their humanism, compassion and pardon decree. 
The pardon order was also warmly welcomed by the public. Some professionals, politicians, MPs, scientists assessed the next pardon act as an indicator of the humanist policy of the President of Azerbaijan, a manifestation of his commitment to the tradition of giving joy to families. It was noted that the pardon decree signed at this sensitive time has made hundreds and thousands of people happy and reduced their worries, covering the released people and their families, as well as their close circle. But, unfortunately, the representatives of the radical opposition once again tried to ignore the joy of many people, the humane step of the President of Azerbaijan, and to blacken the situation in general. Thus, Chairman of the Popular Front Party Ali Karimli, Chairman of the Musavat Party Arif Hajili, Chairman of the National Council Jamil Hasanli, journalist Khadija Ismayil and others have tried to downplay the importance of the humanist step in general by making unfounded criticisms regarding the pardon of former head of the Main Directorate for Security in Energy and Transport of the abolished Ministry of National Security (MNS), Major General Akif Chovdarov, former head of the ministry's Main Department for Combating Transnational Economic Crimes, Major General Subahir Gurbanov, and Faramaz Abbasov, a functionary of the Islamic Party of Azerbaijan. 
Deputy Chairman of the Committee for International Relations and Interparliamentary ties, Head of the International Relations Department of the New Azerbaijan Party (YAP), Sevinj Fataliyeva, said the pardon decree signed by President Ilham Aliyev is another example of the state's commitment to humanistic values. According to him, this tradition, founded by the great leader Heydar Aliyev, is consistently implemented by the head of state. The MP said that the signing of pardon decrees by the head of state is of great importance in terms of maintaining humanism and morality, as well as harmony in society. "As many as 176 prisoners have been released under this pardon. The decree applies to a number of prisoners over the age of 65 who need special care due to the spread of coronavirus infection. When considering the issue of pardon, the appeals of prisoners and their families, the health of prisoners, the crimes they committed, their behavior during their imprisonment and other issues were taken into account,” she said.
Fataliyeva noted that while everyone in our country, regardless of their political position and beliefs, is able to appreciate the positive steps taken, the radical opposition remains in its role, trying to use the principles of humanism and commitment to democratic values ​​for political purposes. "The state's pardon of prisoners increases the self-confidence of these people, encourages them to continue their lives in the future in accordance with the law and become worthy citizens of the country. Our people and society appreciate the humanist policy of the state. As a result, civil-state relations based on the principles of mutual respect and sympathy, as well as the rule of law are strengthening in society. Thus, this order once again confirms the commitment of the Azerbaijani state to the principles of humanism and democratic values. However, it is unfortunate that the radical opposition is trying to politicize this humane step. Everyone, regardless of their political position or beliefs, should be able to evaluate the positive steps taken. The same cannot be said of the radical opposition camp. They should know that they are not accepted by our society because of their position. The people of Azerbaijan unequivocally support the policy pursued by the head of state, as well as the humane steps taken by him,” the MP added.
MP, Secretary of the YAP International Relations Commission, Doctor of Political Sciences, Professor Elman Nasirov said that the Azerbaijani state and its leader have always been committed to the highest values ​​in governance, such as compassion and humanism. He said that President Ilham Aliyev is committed to the political course set by the great leader Heydar Aliyev and continues it in line with the realities of the new world. According to the MP, the head of state is able to achieve a unique harmony of succession and modernity in this process. "When approaching the issue in this regard, we should note that the establishment of pardon and amnesty institutions in Azerbaijan, bringing humanism to politics as a basic principle, is also associated with the name of the great leader Heydar Aliyev. Thanks to his initiative and will, 7 amnesty acts and 32 pardon decrees were issued to more than 77,000 prisoners in 1995-2003. 21,325 of these convicts were released from the unserved part of their sentences. According to the pardon decrees signed by President Ilham Aliyev, 4,871 prisoners have been released. First Vice President of our country, Goodwill Ambassador of UNESCO and ISESCO Mehriban Aliyeva, who has become the embodiment of such compassion, mercy and nobility in Azerbaijan and abroad, adopted amnesty acts four times when she was still a member of the Milli Majlis - in 2007, 2009, 2013 and 2016. As a result, the sentences of more than 40,000 prisoners were fully or partially abolished. All these facts and arguments once again confirm that the principles of humanity and humanism have been applied and promoted as the basic principles of the state policy of Azerbaijan for the last 27 years. President's pardon order dated April 6 should be considered as an expression of the same logic in the new conditions,” he noted.
The MP said the radical opposition in Azerbaijan has once again showed its essence. He said that the calls of the Azerbaijani government to further strengthen our solidarity, unity and responsibility in the fight against coronavirus infection, as well as the strict quarantine measures taken to protect our people and state from the bitter consequences of this terrible disease were met with hostility by the representatives of the ‘5th column’. According to Nasirov, the radical opposition is queuing up to carry out another campaign of smear, lies and slander. "At the same time, it is not uncommon for certain foreign countries to receive praise for their actions against the same infection. This is a classic example of hypocrisy and treason. It has even reached the point that these anti-national elements do not hesitate to praise the steps taken by the occupying Armenia against the coronavirus. It seems that the steps taken by official Yerevan to promote mandatory restrictions "do not damage the basic principles of democracy" in the country. They do not give up using such ridiculous expressions. However, they are well aware that a state of emergency was declared in Armenia on March 16. The press is censored. Mass media and social networks are required to rely only on official government data on the coronavirus pandemic. Otherwise, the party who took the appropriate step must refute within 2 hours. Failure to do so will result in severe penalties for violating the rules. By the way, radical groups in our country have invented an insulting term called "coronavirus democracy" in line with their flawed traits and vicious worldviews. But our people remember and reject them as "lovers of freedom" for their "glorious" past. It is no longer a theorem, but an axiom that will keep them in permanent "political isolation" as "coronavirus democrats”, he emphasized.
